Background
Earlier in 2026, Lithuanian and Estonian foreign ministers accused Russia of intentionally redirecting Ukrainian drones into Baltic airspace via Russian electronic-warfare systems. A drone was shot down over Latvia in August, and a NATO Spanish fighter shot down a drone over Romania in August; the first NATO drone shootdown over the Baltics was over Estonia and involved a Ukrainian strike drone that had gone off course. On September 13, an air-raid alert in some Lithuanian regions was triggered by a flock of birds, not a drone.
