Trump lifts Russia energy sanctions, oil prices fall and energy ceasefire with Ukraine announced
On October 19, oil prices dropped after US President Donald Trump signed an executive order lifting sanctions and tariffs against Russia and rescinding pending enhanced sanctions under the Graham Act. Brent crude fell 1.80% to $107.88 per barrel and WTI dropped 1.14% to $100.25. Trump simultaneously announced a Ukraine–Russia energy ceasefire covering strikes on oil refineries, though Ukraine said attacks on its own energy infrastructure continue.

Ukraine reports Starlink connectivity loss for military drones; Zelensky calls it a "planned special operation"
On 14 October, Ukrainian military drones equipped with Starlink terminals lost connectivity, with the slowdown lasting roughly a day and effects lingering into 17 October. The incident occurred while US President Donald Trump was threatening to halt intelligence sharing over Ukrainian strikes on Russian oil refineries. Ukrainian President Volodymyr Zelensky, speaking in Brussels on 17 October, said connectivity had not fully recovered and described the episode as a "planned special operation." Both Trump and SpaceX owner Elon Musk denied involvement in any throttling.

Zelensky says US has resumed sharing intelligence with Ukraine after a three-day pause
In an interview broadcast on NBC's "Meet the Press" on Sunday, October 18, Ukrainian President Volodymyr Zelensky said the United States has resumed sharing intelligence with Ukraine after it was blocked for "a certain period of time." According to Zelensky's office, the pause lasted three days and coincided with Russian ballistic missile strikes on Ukrainian energy infrastructure on October 12 and the night of October 14. Zelensky also said he hopes negotiations with Washington can take place during the same week, and warned that US alignment with Russia would be "a historic mistake and a great tragedy."

Trump suspends Russia sanctions under "Graham Law" days before they were to take effect
President Donald Trump on October 16, 2026 signed an executive order suspending the application of sanctions, restrictions, and tariffs against Russia that had been due to take effect on October 18 under the Lindsey O. Graham Sanctioning Russia and Iran Act. Using a waiver provision in the law, Trump certified to Congress that the suspension serves the national interests of the United States. The order keeps the new measures formally on the books but does not apply them for now, while previously imposed US sanctions against Russia remain in force. Critics including the law's co-author Senator Richard Blumenthal and Ukrainian President Volodymyr Zelensky condemned the move; Russia's Kirill Dmitriev welcomed it as a "truly historic moment."

Trump suspends Russia sanctions under Graham Law, agrees Russian diesel deal, in sharp break with Zelensky
On October 16, 2025, US President Donald Trump signed an executive order suspending the implementation of sanctions and tariffs against Russia under the bipartisan Graham Law (HR 5334), just two days before they were due to take effect. The move came a week after Trump agreed during a phone call with Vladimir Putin to import hundreds of thousands of tons of Russian diesel fuel. Secretary of State Marco Rubio defended the 60-day review and rejected criticism that easing sanctions was a "gift" to Putin. President Volodymyr Zelensky warned that if the United States sides with Russia, Ukraine "will not be able to win and will not be able to survive," and said the sanctions suspension is a continuation of Trump's "diesel deal" with Moscow. The decision drew rare bipartisan criticism, including from Republican Senators John Cornyn, Thom Tillis, Ted Cruz, Kevin Cramer and Dave McCormick, as well as Democrats. Separately, SpaceX unilaterally restricted the Starshield terminals that Ukraine's military relies on, and US officials warned Ukraine that intelligence sharing and arms supplies could be reduced.

Russia launches massive new campaign of strikes on Ukrainian energy facilities
On 16 October, Russian Chief of the General Staff Valery Gerasimov publicly reported to Vladimir Putin that Russia had begun a dedicated campaign of massive strikes on Ukrainian energy infrastructure. Overnight into 17 October, Russian forces hit energy facilities in 10 oblasts, with President Volodymyr Zelensky saying more than 15 power generation and transmission sites were damaged in one of the largest such strikes on record.

Russia hits Kyiv energy grid with 39 ballistic missiles and 128 drones, knocking out power for 600,000
Russia launched a massive combined strike on Ukraine overnight on 13–14 October, using 39 ballistic missiles and 128 strike drones against energy and critical infrastructure in Kyiv, Kyiv Oblast and Kharkiv. President Zelensky said at least 600,000 people were left without electricity and that the main target of the Kyiv attack was the TEC-4 combined heat and power plant, which sustained direct hits. Three people were killed in Kyiv, more than 20 were injured, and the attack came days after U.S. President Donald Trump announced an "energy ceasefire" between Russia and Ukraine.

Trump announces "energy ceasefire" with Russia; Kremlin declines to confirm, Ukraine says it wasn't told
On 11 October, US President Donald Trump announced on Truth Social that an "energy ceasefire" between Russia and Ukraine was taking effect immediately, claiming both sides had agreed. The White House later told Axios that the proposal referred specifically to mutual cessation of strikes on oil refineries, described as "refinery for refinery." The Kremlin declined to confirm any deal, and within hours Russian forces struck energy infrastructure in Ukraine, including the TEC-5 thermal power plant in Kharkiv. Speaking by video link at the Warsaw Security Forum on 12 October, President Volodymyr Zelensky said the announcement was news to him, that Ukraine has only one oil refinery while Russia has an extensive network, and that if Russia does not agree to an energy ceasefire this winter, Ukraine will respond.

Trump announces Russia diesel deal after Putin call; Ukraine and European leaders condemn move
On 9 October 2026, US President Donald Trump announced he had spoken by phone with Russian President Vladimir Putin and agreed to lift US sanctions on Russian diesel, allowing large-scale exports to American and global markets. The US Treasury's Office of Foreign Assets Control issued General License No. 135 authorising the imports until 7 April 2027. Ukrainian President Volodymyr Zelensky sharply criticised the decision, calling it a "weak" and "unfair and dishonest" birthday gift to Putin that gives Russia additional billions for the war, while EU foreign policy chief Kaja Kallas, the UK, Germany, France, Finland, Sweden, Estonia, and US Democrats all condemned or distanced themselves from the deal. Talks between Ukrainian, US and European delegations in Miami ended early after the announcement, and a senior Ukrainian official told the Financial Times that long-range drone strikes on Russian refineries would continue.

Ukrainian delegation heads to Washington for two days of talks as Rubio says diplomatic end to war is currently "unattainable"
A Ukrainian delegation is to travel to the United States on 9–10 October for two days of talks with American officials, including US special envoys Steve Witkoff and Jared Kushner, with European partners also expected to join. The trip comes as US Secretary of State Marco Rubio told the Greek outlet Kathimerini that a diplomatic end to Russia's war against Ukraine is currently "unattainable," describing the conflict as a "strategic deadlock" driven by Russia's demand for full control over Donbas, which Kyiv rejects. President Volodymyr Zelensky, visiting the site of an October 7 Russian missile strike on a residential building in Pryluky, publicly rejected Rubio's framing and called for stronger sanctions and pressure on Russia rather than economic engagement with Moscow.

Four US House lawmakers urge Trump not to ease Russia sanctions, push for "Graham Law"
Four members of the Congressional Ukraine Support Group — Marcy Kaptur, Brian Fitzpatrick, Mike Quigley, and Joe Wilson — sent a bipartisan letter to President Donald Trump urging him not to weaken sanctions against Russia and instead to apply the recently signed "Graham Law." The appeal responds to reports that the Trump administration was weighing easing sanctions and restoring economic ties to Moscow in exchange for Russia releasing political prisoners. The letter argues that loosening sanctions would embolden Russia and prolong the war, and calls for swift action to increase economic pressure on Moscow.

Trump signs 'hellish sanctions' law against Russia; Ukraine pushes for full implementation
President Donald Trump signed a U.S. sanctions law — dubbed the "hellish sanctions" — about a week before publication, codifying existing measures against Russia across energy, the shadow fleet, finance, the defense-industrial complex and sanctions circumvention. The law imposes tariffs of up to 500% on Russian goods and up to 100% on goods from third countries that buy significant volumes of Russian oil or gas, and sets an 18 October deadline for the administration to act. Ukraine, which has already submitted detailed proposals including lists of traders, tankers, captains and intermediaries, is engaging Congress to press the White House toward full implementation.

President Volodymyr Zelenskyy reported on September 27 that Russia launched more than 2,200 strike drones, approximately 1,650 aerial bombs, and 38 missiles — many ballistic — at Ukraine over the past week. In a single recent day Russia used 277 strike drones, 155 of them jet-powered. Zelenskyy called Russia's diplomatic signals about de-escalation fake, said the strikes on kindergartens and schools amount to terrorism, and announced that new sanctions packages and the U.S. Lindsay Graham law are being prepared for October.

Zelensky declares Ukraine ready for energy, grain and maritime ceasefires as Russia rejects energy proposal
On the sidelines of the UN General Assembly in New York on 22 September 2026, Ukrainian President Volodymyr Zelensky met US President Donald Trump and announced Ukraine is ready for reciprocal ceasefires in energy, grain and maritime domains. US Secretary of State Marco Rubio said after meeting Russian Foreign Minister Sergei Lavrov on 23 September that both sides expressed interest in a limited ceasefire, but Kremlin spokesman Dmitry Peskov rejected the energy proposal and Russia's Vladimir Putin again insisted on maximalist war aims. The prospect of a trilateral meeting was left to the G20 summit in Miami on 14–15 December, where Putin's participation remains disputed.
