Kyiv Oblast Military Administration
The Kyiv Oblast Military Administration (KOVA) is a regional body of state power in Kyiv Oblast, established for the duration of martial law. It is headed by a head appointed by decree of the President of Ukraine and exercises the powers of local executive authority and local self-government while martial law is in effect. The administration coordinates security, civil defence and the daily functioning of the region.

Russian drone strikes hit Kyiv and Kyiv Oblast, damaging major pharmaceutical warehouse and injuring civilians
On September 3, Russian drone strikes hit multiple locations in Kyiv city and Kyiv Oblast, setting fire to one of Ukraine's largest pharmaceutical warehouse complexes in the Boryspil district and damaging a WHO humanitarian supplies warehouse. At least nine people were injured in Kyiv, including a 12-year-old girl, and one fatality was reported by the Kyiv City Military Administration. Four people were reported injured across the region. Separately, overnight strikes hit Ukrnafta (Naftogaz Group) production facilities in Sumy region. Russian forces struck the burning warehouse site twice more during firefighting, forcing rescuers to halt work repeatedly.
