Ukraine says strikes have put over 51% of Russian oil refining capacity out of operation
Ukraine's Ministry of Defence announced on 4 October that long-range strikes by Ukrainian forces have disabled more than 51% of Russia's oil refining capacity. Defence Minister Yevheniy Khmara described the figure as a major blow to Russia's economy and its ability to sustain military operations, and said Ukraine tripled production and procurement of long-range strike drones in 2026 and plans further expansion.

Half of Russia's largest diesel refineries cut or halt output after Ukrainian drone strikes
Three of Russia's six largest diesel-producing refineries have been forced to significantly cut or halt production in September following Ukrainian drone attacks, disrupting output from facilities that together account for roughly half of Russian diesel. The Kirishi (Kinef) refinery fully halted operations, while Volgograd and NORSI are running at about a quarter of normal capacity. U.S. President Donald Trump on 13 September urged Ukrainian President Volodymyr Zelensky to stop the strikes, attributing global diesel shortages and price increases to the Russia–Ukraine war rather than the U.S.–Iran conflict; Ukraine responded that it is ready for a ceasefire only if Russia also stops strikes on Ukrainian energy infrastructure.
