Ukraine sanctions companies and vessels linked to Russia’s Rassvet system and shadow fleet
President Volodymyr Zelenskyy signed decrees imposing Ukrainian sanctions on 10 companies and 19 Russian citizens linked to the Rassvet low-orbit communications system, as well as on 39 vessels from Russia’s shadow fleet. The measures target technology and component suppliers for a system Russia plans to use for military coordination and real-time control of strike drones and missiles, while the vessels transport Russian energy exports to overseas ports.
Key points
- Sanctions were imposed on 10 companies and 19 Russian citizens linked to Rassvet.
- The Rassvet package covers Bureau 1440, Labs 1440, FAB Rassvet, AeroSpace Instruments, 5S Group, Akvamash, El-Optics, Elesar-Group and Maly Spacecraft.
- Ukraine also sanctioned 39 shadow-fleet vessels registered in 13 countries and jurisdictions.
- Russia plans to use Rassvet to coordinate troops and control strike drones, including Shaheds, and missiles in real time.
- The sanctioned vessels carry Russian oil, petroleum products and gas condensate to ports including those in China, India, Egypt and Turkey.
- Some sanctioned vessels are already restricted by the EU, United Kingdom, United States, Canada, Switzerland and Australia.
- The restrictions took effect under Presidential Decrees No. 1072/2026 and No. 1073/2026.
Why it matters
The sanctions reach across the supply chain of a Russian military communications project, including satellite developers, component manufacturers and suppliers of foreign equipment. They also constrain part of the maritime network used to export Russian energy, and Ukraine plans to share the vessel information with partners so the restrictions can be applied across jurisdictions.
What happened
Zelenskyy signed two decrees putting into effect National Security and Defence Council decisions on sanctions against 10 companies and 19 Russian citizens involved in developing the Rassvet satellite communications system, and against 39 vessels of Russia’s shadow fleet. The sanctioned companies include Bureau 1440, the project’s developer, coordinator and system integrator; Labs 1440, which manufactures solar batteries for spacecraft; and FAB Rassvet, which develops, manufactures and supports low-orbit communications satellites and subscriber terminals. The list also includes the Belarusian company AeroSpace Instruments and Russian suppliers of aerospace components, industrial equipment, optical and electronic systems, and ground satellite-communications equipment. Russia plans to use Rassvet for troop coordination and real-time control of strike drones, including Shaheds, and missiles in Ukraine.
The 39 vessels are registered under 13 flags and jurisdictions. Seventeen sail under the Russian flag, three each under the flags of Barbados, Liberia, the Marshall Islands and Panama, two each under those of Hong Kong and Djibouti, and one each under the flags of the Bahamas, Equatorial Guinea, Zimbabwe, Cameroon, Palau and Sierra Leone. They transport Russian oil, petroleum products and gas condensate to ports in China, India, Egypt, Turkey and other countries. Part of the list is already covered by restrictions imposed by the European Union, United Kingdom, United States, Canada, Switzerland and Australia.
How Ukrainian sources describe it
Ukrainian coverage presents the presidential action as a direct effort to constrain Russia’s planned military satellite network and energy exports. It highlights the roles of the sanctioned entities in developing satellites, manufacturing components and supplying equipment, as well as Ukraine’s call for international partners to synchronize their restrictions.
Background
Rassvet is a Russian low-orbit satellite communications project positioned as an analogue of Starlink. Bureau 1440 is identified as its developer, coordinator and system integrator, and Russia has already launched two groups of production satellites, with the first in March and the second in July. A shadow fleet consists of tankers used to transport Russian oil and petroleum products around Western sanctions; Ukraine had previously sanctioned 91 shadow-fleet vessels.
