How Ukrainian sources describe it

Ukrainian coverage focuses on ministry-reported market figures, regional transaction volumes and prices, and the market's continued operation during full-scale war. It also highlights the divide between purchases by legal entities and individuals, alongside historical context on prices and transaction volumes since July 2021.

Background

Ukraine's agricultural land market opened on 1 July 2021. Since then, more than 405,000 plots covering nearly 1.2 million hectares have been sold. As of 3 March 2026, 334,803 purchase-and-sale agreements covering 1.001 million hectares had been concluded. The average hectare price rose 96% in hryvnia terms between July 2021 and early 2026, averaging 64,631 hryvnias over that period.

Annual sales were lower in 2026 than in 2025, when 121,284 plots covering 356,500 hectares were sold. In 2024, 106,669 plots covering 320,700 hectares were sold, followed by 40,850 plots covering 114,100 hectares in 2023, 23,122 plots covering 69,200 hectares in 2022 and 27,696 plots covering 100,300 hectares in 2021. In January 2025 the cost of a hectare rose 20% to 45,400 hryvnias while the volume of land sold grew 46%; by June 2025 the average reached 60,700 hryvnias, 60% above the market's start.

The government updated the methodology for normative monetary valuation of agricultural land in April 2026 and changed land-plot valuation rules in May 2026 to increase local-budget revenue. During the first year of operation, farmers paid 1.19 billion hryvnias for the use of state land leased through the state Land Bank via the ProZorro.Sale platform.
