Why it matters

A crew member was killed and three others wounded in a strike on a civilian, Liberian-flagged cargo ship inside a Ukrainian port. The Ukrainian Sea Ports Administration framed the strike as a deliberate attack on civilian shipping, adding to concerns about the safety of merchant vessels calling at Odesa-area ports. Because sea ports in and around Odesa handle the large majority of Ukrainian raw-commodity exports, attacks on shipping there have direct implications for export flows.

What happened

On 3 October, Russian forces struck a civilian cargo ship sailing under the flag of Liberia in a port in Odesa Oblast. The attack killed a motorman and wounded three other crew members, while 13 crew members were evacuated to a safe location. According to the Ukrainian Sea Ports Administration (AMPU), the ship was hit by a Russian kamikaze drone. The AMPU characterised the incident as another targeted Russian strike on civilian shipping and the merchant fleet.

Background

According to Odesa prosecutors, between 20 June and 20 July Russia's forces attacked 28 civilian merchant ships in the ports of "Greater Odesa," leaving 21 people killed and 34 wounded in that period. About 90% of Ukraine's raw-commodity exports transit through Black Sea ports in and around Odesa.
