Ukrainian Sea Ports Authority
The Ukrainian Sea Ports Administration (USPA, AMPU in Ukrainian) is a state-owned enterprise that manages the infrastructure of Ukraine's sea ports — quay walls, water areas, approach channels and related assets. It operates under the Ministry of Infrastructure of Ukraine and is the central body handling port operations, vessel traffic and shipping logistics that have become critical for Ukrainian export since the disruption of Black Sea trade routes.

Russian strike on cargo vessel in Black Sea kills Ukrainian captain, crew evacuated
On the night of September 23, Russian forces struck a civilian cargo vessel sailing under the flag of Antigua and Barbuda in the Black Sea off Odesa Oblast. The ship's Ukrainian captain was killed, a fire broke out aboard, and the remaining crew was evacuated. The attack was reported by Odesa Oblast Military Administration head Oleh Kiper and the Ukrainian Sea Ports Administration (AMPU).
