Ukraine kills Oleh Shutov in Donetsk, suspect in 2017 assassinations of Ukrainian officers

What happened

Ukrainian special services killed Oleh Shutov on the evening of Monday 27 July in the Leninskyi district of temporarily occupied Donetsk, near the Dynamo sports complex. The operation was carried out by planting and detonating an improvised explosive device in a Subaru car that Shutov drove to the complex. Information about the killing was not published immediately for security reasons and was only released after the agent-sabotage group returned to Ukrainian-controlled territory.

Shutov, born 9 March 1966 and a resident of Donetsk, was an operative of the so-called 'Center for Special Operations of the MGB DPR' controlled by Russian special services, and also served as president of the 'DPR' judo and sambo association. On 19 April 2019, then-SBU chief Vasyl Hrytsak publicly identified him as the direct perpetrator of the 27 June 2017 car-bomb assassination in Kyiv's Solomianskyi district of Major General Maksym Shapoval, commander of the 10th Separate Special Purpose Regiment of the HUR of the Ministry of Defence (military unit A2245). Hrytsak said Shutov had rented an apartment in Shapoval's building and a parking space next to where Shapoval parked, planted the device under the car, and about an hour after the killing gathered his belongings and left Kyiv for Russia and then to Donbas.

Shutov was also linked to the 31 March 2017 car bombing in Mariupol that killed SBU Colonel Oleksandr Kharaberush, head of counterintelligence for the SBU's Donetsk Oblast directorate. The SBU has identified the organizers of both killings as Russian FSB Lieutenant General Dmytro Minaiev, head of the FSB's counter-intelligence operations department, and his subordinate, 'MGB DPR' special operations head Vasyl Yevdokimov, alias 'Lenin'.

Where reporting differs

Sources differ on how Shutov died: occupation-linked outlets reported a 'night UAV attack' in which the head of a sports wrestling federation was injured, while Ukrainian sources and LB.ua say Shutov died from an improvised explosive device detonated inside his Subaru at the Dynamo sports complex. Some sources also place the elimination in July 2026, while others do not specify or are ambiguous about the year.

Background

Shutov was publicly named by then-SBU chief Vasyl Hrytsak in April 2019 as the direct perpetrator of the 2017 car-bomb killing of Major General Maksym Shapoval, who was posthumously promoted to Major General by presidential decree on 30 June 2017. In April 2019 the SBU also detained seven members of a Russian sabotage-reconnaissance group, two of them career officers of Russian special services, and linked the group to Shutov; one of the saboteurs was blown up while planting explosives under a military intelligence officer's car. The 'MGB DPR' special operations center was liquidated by the occupying authorities in April 2024, with its functions transferred to the local FSB directorate.
