In the night of October 18, Russian forces struck critical infrastructure in Vinnytsia Oblast, leading to emergency power outages across the region. The head of the Vinnytsia Oblast Military Administration, Natalia Zabolotna, reported the damage and said electricity supply would remain unstable in the near term. Overnight attacks also hit energy facilities in Ternopil, Odesa, and Volyn oblasts.
