Witkoff meets Putin in St. Petersburg to present Ukraine war proposals after Oslo talks
US special envoy Steve Witkoff arrived in St. Petersburg on 21 October for a meeting with Russian President Vladimir Putin focused on ending Russia's war against Ukraine. Witkoff traveled to Russia a day after taking part in Ukrainian–American talks in Oslo with President Volodymyr Zelensky, Finnish President Alexander Stubb, Norwegian Prime Minister Jonas Gahr Støre and representatives of several European countries and institutions. Witkoff said the Oslo meeting was productive and that there is a basis for achieving a ceasefire, and is presenting Putin with the proposals developed there. Zelensky has called for a trilateral Zelensky–Putin–Trump meeting, a format Russia has so far rejected.
