Zelensky, Witkoff meet in Oslo with Norway and Finland; envoy to carry proposals to Russia
On 20 October, US special envoy Steve Witkoff and Ukrainian President Volodymyr Zelensky met in Oslo with Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb for talks on ending Russia's war in Ukraine. Trump's son-in-law Jared Kushner joined remotely because he was ill. The participants discussed security guarantees, territorial issues, post-war recovery, sanctions and ceasefire formats, and agreed to put various security-guarantee options, including NATO membership, Article 5 and an Article 5-light model, in a document that Witkoff is to deliver to the Russian side in St Petersburg. Zelensky said US intelligence sharing had been restored and that any territorial questions should be settled only at the leaders' level.
