Ilan Shor
Ilan Shor is a Moldovan politician and businessman, known as the leader of the pro-Russian Shor Party. He rose to prominence amid the so-called "billion-dollar theft" from Moldovan banks in 2014, for which he was convicted in absentia. Living outside Moldova, he has been placed under sanctions by several Western governments. He remains politically active among Russian-speaking communities in Moldova.

The US Treasury Department has imposed sanctions on the A7 payment system, a Russia-linked financial network that processed payments through international banks in 2024 and 2025. Treasury Secretary Scott Bessent said the main goal of the action is the isolation of Iran and its financial partners.
