A meeting in Miami on October 9 between representatives of the United States, Ukraine, European countries and NATO, aimed at discussing de-escalation and ending the war before winter, ended after a single day earlier than planned, with no second day of negotiations. US special envoy Steve Witkoff described the talks as constructive and productive, but on the same day President Donald Trump announced an agreement with Russia allowing Russian diesel fuel exports to world markets — a move President Volodymyr Zelensky publicly criticized as additional financing for Russia's war and a "weak decision by strong partners."
