Witkoff shuttles between Zelenskyy and Putin; trilateral talks floated for mid-November
US special envoy Steve Witkoff met President Volodymyr Zelenskyy and European leaders in Oslo on October 20, then flew to Saint Petersburg for talks with Vladimir Putin on October 21. Russian officials said Moscow is generally ready to resume three-way talks after November 10, possibly in Abu Dhabi, while criticizing the European and Ukrainian proposals as offering little of use. President Donald Trump said a settlement is "closer than ever before" and signaled he will not impose new sanctions on Russia for now, as Kyiv came under ballistic-missile attack the same evening.
