US-Ukraine talks in Miami end early after Trump announces Russian diesel deal with Putin
A multilateral meeting in Miami on October 9 between the United States, Ukraine, several European countries and NATO ended after a single day once the Ukrainian delegation learned of a separate phone-call deal between President Donald Trump and Vladimir Putin on Russian diesel supplies. Trump announced an agreement under which Russia would supply potentially millions of tons of diesel to US and world markets, and the US Treasury issued a temporary general license permitting Russian-origin diesel transactions until April 7, 2027. The Ukrainian side cut the visit short and headed home; President Volodymyr Zelensky called the US decision weak and said the Ukrainian negotiating team was being "used merely as a screen." Special envoy Steve Witkoff described the Miami meeting as constructive, while reporting indicates the US side raised the possibility of cutting intelligence sharing if Ukraine continued strikes on Russian oil refineries.
