The European Court of Human Rights (ECtHR) is an international court established in 1959 by the Council of Europe and based in Strasbourg, France. It rules on individual and state applications alleging violations of the rights set out in the European Convention on Human Rights. Its judgments are binding on the Council of Europe's member states.

PACE calls for redirecting frozen Russian state assets to pay Ukraine ECHR compensation
On 30 September, the Parliamentary Assembly of the Council of Europe passed a resolution and recommendations urging member and observer states to channel Russian state assets held under their jurisdiction into a Council of Europe mechanism that would compensate Ukraine for European Court of Human Rights rulings. PACE characterises the redirection of Russian assets as a lawful countermeasure under international law.
