Hungary lifts veto, unblocking EU accession clusters 2 and 3 for Ukraine
On 7 October, Hungary dropped its months-long block on opening EU accession negotiating clusters 2 ("Internal Market") and 3 ("Competitiveness and Inclusive Growth") for Ukraine. The EU Council's enlargement working group (COELA) approved the screening results and Coreper ambassadors agreed to send letters inviting Ukraine and Moldova to submit their negotiating positions. EU member states are expected to agree on the joint negotiating position on 12 October, after the Verkhovna Rada adopts legislation on national-minority education, with a Ukraine-EU intergovernmental conference tentatively planned for 13 October to formally open the clusters.
