Zelensky holds Oslo talks with Witkoff; envoy to carry security-guarantee proposals to Putin
On 20 October 2026, Ukrainian President Volodymyr Zelensky met US special envoy Steve Witkoff in Oslo alongside Norwegian Prime Minister Jonas Gahr Støre and Finnish President Alexander Stubb. Trump's son-in-law Jared Kushner joined remotely because of illness. The participants discussed security guarantees for Ukraine, including NATO membership and Article 5-style models, ceasefire formats, territorial questions, post-war reconstruction, sanctions and European security. Witkoff was scheduled to travel to Russia to deliver a document containing the proposals, which Støre said could open the way to a leaders-level meeting.
