Ukraine's 2027 draft budget: 44% of GDP for defense, no military pay raise
Ukraine's Cabinet of Ministers approved and submitted to the Verkhovna Rada the draft State Budget for 2027 on the evening of September 15. The bill was registered as No. 16000 and allocates roughly 4 trillion 885 billion hryvnias (about 44% of GDP) to defense and security, while planning no increase in military pay for a fifth consecutive year. The draft projects revenues of 5.65 trillion hryvnias and expenditures of 7.27 trillion hryvnias, with an external financing need estimated at $52.6 billion.
