United Nations Human Rights Council
The UN Human Rights Council is the intergovernmental body within the United Nations system responsible for promoting and protecting human rights worldwide. It is based in Geneva, Switzerland, and comprises 47 member states elected by the UN General Assembly for three-year terms. The Council can establish independent commissions of inquiry to investigate alleged human rights violations and conducts a Universal Periodic Review of all UN members. It was established in 2006, replacing the earlier UN Commission on Human Rights.

Ukraine says it obtained Russian plans for winter strikes on energy infrastructure
Ukraine's Energy Minister Denys Shmyhal says Ukrainian intelligence obtained two Russian documents detailing Moscow's planned strikes on Ukrainian energy infrastructure for the coming winter, including tables of weapons allocated to specific targets. Ukraine has built more than 200 concrete shelters over priority facilities, is installing anti-drone netting, and is tripling its equipment reserves for rapid restoration. President Volodymyr Zelensky separately warned at the UN General Assembly that Ukraine would make Russia's winter painful if attacks continue.
