Ukrainian delegation heads to Washington for two days of talks as Rubio says diplomatic end to war is currently "unattainable"
A Ukrainian delegation is to travel to the United States on 9–10 October for two days of talks with American officials, including US special envoys Steve Witkoff and Jared Kushner, with European partners also expected to join. The trip comes as US Secretary of State Marco Rubio told the Greek outlet Kathimerini that a diplomatic end to Russia's war against Ukraine is currently "unattainable," describing the conflict as a "strategic deadlock" driven by Russia's demand for full control over Donbas, which Kyiv rejects. President Volodymyr Zelensky, visiting the site of an October 7 Russian missile strike on a residential building in Pryluky, publicly rejected Rubio's framing and called for stronger sanctions and pressure on Russia rather than economic engagement with Moscow.

Proposal would shift frozen Russian assets from Euroclear and Clearstream to a new EU custodian
A proposal presented in Brussels by political commentator Hugo Dixon and co-authors would transfer frozen Russian Central Bank accounts from national depositaries — including Euroclear in Belgium and Clearstream in Luxembourg — onto the balance sheet of a special EU instrument acting as custodian. The mechanism, modelled on the post-Saddam transfer of Iraqi Central Bank accounts, is designed to shield depositaries and Belgium from Russian lawsuits while creating legal and financial groundwork for eventually using the assets in Ukraine's interests. Ukrainian Finance Minister Serhiy Marchenko has publicly backed revisiting the use of frozen Russian assets, citing an acute wartime budget deficit.

Ukraine's National Guard 'Khartiia' corps says reconnaissance drones recorded Russian forces on 27 September leading nine civilians — including children, elderly people and one person on crutches — out of the Kupiansk community in Kharkiv Oblast through the 'Shebelinka — Ostrohozk' gas pipeline. Khartiia says men of military age in civilian clothes walking alongside the group were Russian soldiers who had removed their uniforms, and that the children and elderly were forced to walk more than 10 kilometres inside the pipe. Ukrainian forces saw the group but did not open fire because of the civilians present; the military says the footage will be passed on for a war crimes investigation. Foreign Minister Andrii Sybiha publicly characterized the actions as the use of Ukrainian civilians as a 'human shield' and as gross violations of international humanitarian law.

Belarusian opposition leader Sviatlana Tsikhanouskaya said on the sidelines of the UN General Assembly in New York that Alyaksandr Lukashenka is prepared to give Vladimir Putin Belarusian territory, logistics and infrastructure for attacks on Ukraine from the northern border, and that hopes of separating the two leaders are futile. She warned that Belarusian infrastructure, including antennas used to direct drones, is already being used by Russia, and that retransmitters are being installed along the border with EU countries as well as Ukraine, meaning provocations could be aimed at Europe. She also said 500–600 Belarusian enterprises produce optics and microchips and procure components in circumvention of sanctions for Russia's military machine.
