Ukrainian Parliament Commissioner for Human Rights
The Ukrainian Parliament Commissioner for Human Rights is the constitutional ombudsman of the Verkhovna Rada of Ukraine, tasked with parliamentary oversight over the observance of constitutional human and civil rights and freedoms. The office was established in 1997. It handles complaints about rights violations, monitors compliance with Ukraine's international human rights obligations, and addresses protection issues affecting civilians in conflict zones.

Council of Europe anti-racism body urges Ukraine to strengthen protections for Roma and LGBTI people
The Council of Europe's European Commission against Racism and Intolerance (ECRI) published a new country report on Ukraine on 21 October, acknowledging wartime progress on combating discrimination against Roma and LGBTI people while urging Kyiv to address persistent gaps. The report contains 15 recommendations, two of them designated as priority, and ECRI will carry out an interim review within two years.

Ukraine's ombudsman reports rights violations at Odesa recruitment centre
Dmytro Lubinets said representatives of Ukraine's Parliamentary Commissioner for Human Rights documented violations at a territorial recruitment and social support centre in Bilhorod-Dnistrovskyi district, Odesa Oblast. Mobilized people were held in basements under unsuitable conditions, while barred doors, inadequate sanitation and improper equipment storage raised further concerns. Lubinets said he was preparing response acts to seek remedies and investigations.
