The Central Bank of the Russian Federation is the main issuing and regulatory authority of the country's banking system. It is responsible for monetary policy, issuing the ruble, and managing foreign exchange reserves. Its headquarters are in Moscow. The bank is led by a governor appointed by the State Duma on the president's nomination.

PACE calls for redirecting frozen Russian state assets to pay Ukraine ECHR compensation
On 30 September, the Parliamentary Assembly of the Council of Europe passed a resolution and recommendations urging member and observer states to channel Russian state assets held under their jurisdiction into a Council of Europe mechanism that would compensate Ukraine for European Court of Human Rights rulings. PACE characterises the redirection of Russian assets as a lawful countermeasure under international law.
