Territorial Centers of Recruitment (TCC)
The Territorial Centers of Recruitment (TCC) are the local military administration bodies of Ukraine responsible for the registration of military-eligible citizens, conscription, and mobilization. They operate under the command of the Ukrainian Ground Forces and maintain offices in every region of the country. The TCCs succeeded the former military commissariats and took on heightened importance after Russia's full-scale invasion, serving as the principal channel through which citizens are mobilized into the Armed Forces of Ukraine and other military formations. They also handle deferments and reservation procedures for employees of enterprises deemed critical to the state.

Ukraine to tighten mobilization deferral rules for critical enterprises, PM says
Ukrainian Prime Minister Serhiy Koretsky announced that the Cabinet of Ministers will finalize changes this week to the system that allows enterprises deemed critical to reserve (book) employees from conscription. He framed the review as a response to widespread abuse of the booking system and to free up servicemembers for the General Staff, while assuring that genuinely critical enterprises will continue to book workers as before.
