Territorial Centers of Recruitment
The Territorial Centers of Recruitment and Social Support (TCCs) are regional bodies of military administration in Ukraine responsible for registering conscripts, conducting mobilization, processing servicemembers, and providing social support to military personnel and their families. They were established on the basis of the former military commissariats and operate in every oblast and in Kyiv. Since Russia's full-scale invasion in 2022, their role has expanded significantly amid general mobilization, and they have been at the center of public debate over conscription, reservation and notification procedures.

Ukraine to tighten mobilization deferral rules for critical enterprises, PM says
Ukrainian Prime Minister Serhiy Koretsky announced that the Cabinet of Ministers will finalize changes this week to the system that allows enterprises deemed critical to reserve (book) employees from conscription. He framed the review as a response to widespread abuse of the booking system and to free up servicemembers for the General Staff, while assuring that genuinely critical enterprises will continue to book workers as before.
