Ukraine adopts new civil-defense rules: differentiated air-raid alerts, shorter Kyiv curfew
Ukraine's Cabinet of Ministers adopted a package of decisions on 3 September to adapt civilian life, business, and infrastructure to what officials describe as new Russian air-attack tactics. Prime Minister Serhiy Koretsky announced recommendations to shorten Kyiv's curfew to 01:00–05:00, to differentiate air-raid alerts into 'yellow' (drone) and 'red' (missile) threat levels with associated rules for businesses and shelters, and to build a new state air-threat application on the 'Diia' platform.
