State Emergency Service of Ukraine
The State Emergency Service of Ukraine (SES), known in Ukrainian as ДСНС, is the central executive body responsible for preventing and responding to emergencies across the country. Its duties include firefighting, rescue operations, flood and industrial accident response, and demining of contaminated territories. The service operates within the Ministry of Internal Affairs and maintains regional directorates throughout Ukraine's oblasts. It is led by a head appointed by the Cabinet of Ministers.

Fire at Lutsk oil depot after Russian drone strike extinguished before dawn
A fire broke out at an oil depot in Lutsk in the night of October 14 after a Russian jet-type drone struck the site. Ukrainian rescuers put out the blaze at 4:38 a.m., about two and a half hours after ignition. The information was reported by Andrii Razumovsky, secretary of the Lutsk city council, who urged residents to take shelter during air raid alerts.

Russian ballistic missiles hit Kyiv energy plant and apartment block; Ukraine reports no partner warning
On the evening of October 13, Russian ballistic missiles struck Kyiv, hitting the TEC-4 (CHPP-4) thermal power plant and a nine-story residential building in the Desnianskyi district. Ukrainian officials said international partners did not provide advance warning through the usual intelligence-sharing channels, and that Ukrainian air defence detected the missiles only as they were approaching the capital. It was the second consecutive night Kyiv was hit by Russian ballistic missiles without a partner warning.

Russian drones hit railway and energy infrastructure in Zhytomyr Oblast, no casualties reported
Russian forces struck the northern part of Zhytomyr Oblast with drones on the night of 12 October and again during the day, damaging railway and energy infrastructure in the Korosten district, as well as residential buildings in the Korosten and Ovruch communities. Fires broke out at two locations on a transport facility in Korosten and were extinguished by rescuers, who had to withdraw several times due to the threat of repeat strikes. As of the morning of 12 October, no information about casualties had been received.

Russia hits Kyiv's Northern Bridge again as overnight drone barrage targets Ukrainian cities during Merz visit
On the morning of 4 October, a Russian drone struck the Pivnichnyi (Northern) Bridge in Kyiv for the second consecutive day, damaging the roadway and injuring two people. The strike was part of an overnight attack in which Russia launched 135 strike drones at Ukraine, including 52 jet-powered Shaheds. Ukrainian air defence shot down or suppressed 123 of the drones. The attack coincided with a visit to Kyiv by German Chancellor Friedrich Merz, who announced new German military and energy-sector aid for Ukraine.

Russia strikes Kyiv with drones overnight into 1 October; fires, casualties across multiple districts
On the night of 30 September to 1 October, Russia attacked Kyiv with drones. Fires broke out in a residential building and café in the Solomianskyi district and in a warehouse in the Obolonskyi district. Damage, debris and casualties were reported across several other districts, including a death of a Kyivteploenergo employee, injuries to an SES rescuer and disruptions to tram and metro services.

Russia launched a combined missile and drone attack on Kyiv overnight on 22 September 2026, hitting a five-story residential building in the Dnipro district and causing damage in at least four other city districts. Rescuers saved 15 residents from the damaged building; the number of injured reported rose from three to five over the course of the morning. No fatalities were reported from the Kyiv strikes.

Russian forces attacked Kyiv Oblast almost without pause overnight with drones and missiles, damaging 34 civilian objects across five districts and injuring at least one woman in Obukhiv district, according to the head of the Kyiv Oblast Military Administration, Tymur Tkachenko. State Emergency Service teams extinguished fires at multiple sites, and the air raid alert lasted nearly a full day and night.

Russia hits Kyiv with massive missile and drone attack hours after Trump envoys leave
Russia launched a combined missile and drone assault on Kyiv overnight on September 7–8, striking the capital with ballistic and cruise missiles, anti-ship missiles, and 166 strike drones. At least two people were killed, more than 50 civilian objects were damaged across multiple districts, and air defenses downed 175 of the incoming targets. Israeli police arrive in Uman to help secure Rosh Hashanah pilgrimage
Israeli police have arrived in Uman, Cherkasy Oblast, to maintain public order alongside Ukrainian law enforcement during the annual Hasidic Rosh Hashanah pilgrimage. Israeli and Ukrainian officers, joined by State Emergency Service rescuers and National Guard troops, are conducting joint patrols and outreach to pilgrims. Police describe the situation in the city as stable and controlled.
