State Emergency Service of Ukraine (SES)
The State Emergency Service of Ukraine (DSNS) is the central executive body responsible for civil protection, emergency response and firefighting in Ukraine. It operates under the Ministry of Internal Affairs. Since the start of Russia's full-scale invasion, the service has been leading rescue operations and debris clearance after strikes, and regularly reports on the consequences of attacks.

Russian missile strike hits residential area in Zaporizhzhia, injuring five including a child
Russian forces struck a residential area in Zaporizhzhia around 5 a.m. on 17 October with multiple missile strikes, damaging multi-storey apartment buildings and injuring five civilians, including an 11-year-old girl. The blast wave also damaged the office of the Suspilne Zaporizhzhia broadcaster, though no staff were inside. The attack was part of a broader overnight Russian assault on multiple Ukrainian cities that also hit Kryvyi Rih and Kherson.

Russian missile strikes on Kharkiv injure 15, including three children
On the evening of 16 October, Russian missile strikes hit Kharkiv, damaging a warehouse and nearby residential buildings in the Nemyshlianskyi district and striking the Slobidskyi district, according to the State Emergency Service (ДСНС). Fifteen people were injured, including three children. Kharkiv had already been hit in morning strikes earlier the same day, which killed two and injured 18.

Russian FAB-250 strike on Sloviansk residential area kills DSNS rescuer, injures 10
On the night of 17 October, Russian forces dropped FAB-250 aerial bombs on a residential microdistrict in Sloviansk, Donetsk Oblast, hitting two multi-storey buildings and partially destroying two of eight damaged structures. One person — a 41-year-old State Emergency Service (DSNS) rescuer, Anatolii Hopka — was killed and ten others were injured, with search-and-rescue operations continuing at the impact sites amid possible people trapped under rubble.

Russian forces strike Sumy with guided bombs and drones, killing one and wounding civilians
On the morning of 17 October, Russian forces attacked the Sumy community in northeastern Ukraine with eight guided aerial bombs (KABs), four of which struck the city itself. A 42-year-old man was killed and at least two civilians wounded in the residential-sector strike, while Molniya-type drone hits were also reported in two districts of the city.

Russia launches largest drone attack on Kirovohrad Oblast since start of full-scale invasion, killing three
On the night of October 14-15, Russian forces launched the largest drone attack on Ukraine's Kirovohrad Oblast since the start of the full-scale invasion, striking around 25-26 locations across the region. The more-than-10-hour attack with nearly 360 drones killed three residents of Kropyvnytskyi and injured six others. It destroyed the logistics center of the Fayno Market grocery chain in Kropyvnytskyi and damaged residential buildings, transport infrastructure, and enterprises across multiple cities in the region.

Russian drone strike hits Rivne university, injuring dozens
On the morning of 13 October a Russian drone struck a building of Rivne State Humanitarian University in the centre of Rivne, setting it on fire, damaging the second floor and façade, and injuring dozens of people. Most of the wounded were university administrative staff; all students were in shelters at the time. The Faculty of Music Arts building was almost completely burned out, and Ukrainian authorities opened a war-crimes investigation.

Russian drones hit railway and energy infrastructure in Zhytomyr Oblast, no casualties reported
Russian forces struck the northern part of Zhytomyr Oblast with drones on the night of 12 October and again during the day, damaging railway and energy infrastructure in the Korosten district, as well as residential buildings in the Korosten and Ovruch communities. Fires broke out at two locations on a transport facility in Korosten and were extinguished by rescuers, who had to withdraw several times due to the threat of repeat strikes. As of the morning of 12 October, no information about casualties had been received.

On 10 October, Russian forces attacked multiple districts of Kharkiv with drones, hitting a medical facility in the Slobidskyi district and triggering a multi-floor fire. The strike injured five people, including a State Emergency Service rescuer hurt during firefighting. A second drone strike hit the Kholodnohirskyi district the same day.

German Chancellor Merz makes surprise Kyiv visit, announces €1.3+ billion support package and 15 bilateral agreements
German Chancellor Friedrich Merz arrived in Kyiv by special train on 4 October for an unannounced solidarity visit, accompanied by Economy Minister Katherina Reiche and roughly ten business leaders from the defence and energy sectors. He and President Volodymyr Zelensky honoured fallen Ukrainian defenders at the memorial on Maidan Nezalezhnosti, visited the National Academy of Sciences building hit by a Russian drone on 28 September, and announced a new German support package worth more than €1.3 billion alongside 15 bilateral agreements valued at over €8.5 billion. Merz called on Vladimir Putin to stop the war and announced that Germany, France and the UK would host a Coalition of the Willing meeting in Berlin in winter.

Russia launches massive combined missile and drone strike on Kyiv overnight, killing civilians including a child
In the night of 29–30 September 2026, Russia carried out a large-scale combined missile and drone attack on Ukraine with the main strike direction targeting Kyiv and Kyiv Oblast. Ukrainian air defense reported intercepting 5 ballistic missiles and 155 of 188 launched drones. Two women were killed in Kyiv and a child died in Vyshhorod, where rescuers pulled three survivors from the rubble of a destroyed house. Fires and damage were recorded in four Kyiv districts and across multiple Kyiv Oblast districts, and 8,000 Kyiv households lost power before DTEK restored supply.

On the night and morning of 27 September 2026, Russian drones struck multiple districts of Kyiv and parts of Kyiv Oblast, killing one man in the Solomianskyi district and injuring at least three people including two 16-year-old girls in the Shevchenkivskyi district. Fires were reported at a warehouse, an auto service station, an office building, and a school, while the logistics company Zammler confirmed its Brovarskyi district warehouse was hit. The strikes were part of a nationwide barrage of 170 strike drones, of which 147 were reportedly shot down or suppressed by 07:30.

On the evening of 7 September 2026, Russian forces struck five districts of Kyiv Oblast with drones, ballistic and other missiles. The attack caused fires at industrial enterprises in Boryspil district, destroyed seven trucks, and damaged a logistics complex that was hit twice. A man in Bila Tserkva suffered shrapnel wounds, and private houses, apartment buildings and production facilities were damaged across multiple districts. All fires were later extinguished by emergency services.

In the night of September 4–5, Russia launched drone strikes across at least eight Ukrainian regions, with President Zelensky saying the attacks deliberately and for the first time in a long time targeted the Kyiv (Zhuliany) and Boryspil airports.
