St. Petersburg International Mercantile Exchange
The St. Petersburg International Mercantile Exchange (SPIMEX) is a Russian commodities exchange specializing in trading energy products, crude oil and oil products, natural gas, coal, metals, timber, and grain. Founded in 2008, it has become the primary platform in Russia for spot and forward contracts on oil and petroleum products. Its headquarters are in Moscow, though the exchange retains the name of its founding city.

Ukrainian drones hit two Russian oil refineries and defence-linked plants overnight into 25 September
In the night of 24–25 September 2026, Ukrainian drones struck multiple Russian industrial sites far behind the front line. The Lukoil-Permnefteorgsintez refinery in Perm was hit and a fire broke out; the Novoshakhtinsk refinery in Rostov Oblast suspended operations after being damaged; the Iskra microelectronics plant in Ulyanovsk, part of the Almaz-Antey defence concern, was also struck, along with a synthetic-rubber plant in Voronezh. Russia's General Staff of the Armed Forces of Ukraine confirmed the strikes on the two refineries, and President Volodymyr Zelensky publicly acknowledged the attacks.

Ukrainian drone strike halts Moscow oil refinery on day of State Duma vote
On the night of 20 September, Ukrainian forces struck the Gazpromneft-Moscow refinery in the Kapotnya district of Moscow with a combined drone and missile attack, setting both primary crude distillation units ablaze and forcing a full halt of oil processing. Ukraine's General Staff says cumulative strikes have now knocked out more than 45% of Russia's designed oil refining capacity. The attack fell on the day of Russia's State Duma election, with Moscow authorities not activating air raid sirens or SMS warnings, an omission analysts at the Institute for the Study of War linked to a priority on voter turnout over civilian safety.
