South Korea calls Ukraine's apology over North Korean POW disclosure insufficient, weighs ambassador recall
South Korean Foreign Minister Cho Hyun said on October 6 that Ukraine's apology for disclosing the transfer of two North Korean prisoners of war did not meet Seoul's expectations, and that the government is considering response measures including a possible recall of its ambassador to Ukraine. The dispute stems from President Volodymyr Zelensky's September 23 announcement at the UN General Assembly that Ukraine had handed the two captured North Korean soldiers to South Korea. Seoul says a non-disclosure agreement existed and was violated; Kyiv denies any such agreement was in place.
