Russian Ministry of Emergency Situations (MChS)
The Ministry of Emergency Situations of the Russian Federation (MChS, often rendered MNS in older English usage) is the federal executive body responsible for civil defence, fire safety, and response to natural and man-made disasters. It runs the nationwide emergency prevention and response system and coordinates rescue services and fire-fighting units across the country. The Ministry is led by a minister appointed by the President of Russia.

Drone strikes hit energy infrastructure across occupied Crimea overnight
On the night of September 30, a drone alert was issued across occupied Crimea, with multiple explosions reported near thermal power plants in Simferopol and the Tavricheskaya TPP. Russia's Ministry of Emergency Situations said air defenses were operating in the eastern districts of the peninsula. Emergency power outages were introduced due to damage to electrical networks and a capacity deficit in the energy system.
