Russian military leadership
The Russian military leadership refers to the senior command of the Armed Forces of the Russian Federation and other security structures involved in the war against Ukraine. At the top of the system stands the Chief of the General Staff of the Russian Armed Forces, a position held by Valery Gerasimov since 2012, while the Ministry of Defence of Russia is led by Andrey Belousov (appointed in May 2024 following the dismissal of Sergey Shoigu). This collective leadership is responsible for strategic decisions on the conduct of hostilities, mobilisation, and the use of weapons, including strikes on Ukrainian civilian infrastructure.
