Trump suspends "Graham Law" sanctions on Russia two days before deadline
US President Donald Trump signed an executive order on 16 October 2026 waiving the application of sanctions, restrictions and tariffs against Russia provided for in the so-called "Graham Law," using a presidential waiver clause just two days before the law's 30-day implementation deadline was due to expire. Trump submitted a certification to Congress that the waiver serves US national interests; previously existing US sanctions on Russia remain in force. The decision drew sharp criticism from Senator Richard Blumenthal, a co-author of the law, and from Ukrainian President Volodymyr Zelensky, while a representative of Vladimir Putin welcomed it as a "historic moment."
