The announcement came as Ukrainian and American delegations were meeting in Miami with European diplomats to discuss ending the war. President Volodymyr Zelensky sharply criticized the move as "unfair and dishonest," a sign of "obvious weakness," and "a birthday gift for Putin," while a senior Ukrainian official told the Financial Times that Kyiv "will burn [Russian] oil refineries."
