It is headed by the Premier of the PRC and includes vice-premiers, state councillors, and the heads of ministries and commissions. The State Council implements the decisions of the Communist Party of China and the NPC and exercises executive authority over the country's provinces. It issues administrative regulations, drafts the economic and social development plan and the state budget, and conducts the day-to-day administration of the country. The State Council also oversees China's foreign policy within the framework set by the NPC and the Central Committee of the CPC. The Premier convenes and chairs its regular plenary sessions, while the General Office handles the day-to-day coordination of its work.
