Odesa City Military Administration
The Odesa City Military Administration is a governing body established in Odesa under martial law to coordinate the city's defence and ensure the daily functioning of the population. It reports to Ukraine's Ministry of Defence and the General Staff of the Armed Forces, and its head is appointed by the President of Ukraine. The administration handles civil defence, supports displaced persons, coordinates utilities, and responds to the consequences of Russian strikes on the city.

Russian drone strike on Odesa residential building injures two, including a child
On 18 October, a Russian Shahed-type kamikaze drone struck a 19-storey residential building in Odesa, damaging the roof and top-floor apartments and injuring two people, one of them a teenage girl. The strike came the same night as Russian attacks on energy infrastructure across southern Odesa Oblast, which left around 24,000 households without power.

Russian drone strikes on warehouse facilities in Odesa Oblast on 22 September caused large-scale fires, killing one person, injuring two, and damaging a World Health Organization warehouse in Chornomorsk that stored temperature-controlled medical supplies. WHO said it was the fourth time in three months that this particular warehouse was hit and the 21st strike on medical storage facilities in 2026.

At least seven people were injured across the oblast, including two children, with the casualty count updated multiple times as reports came in.

On the night of September 3, Russian attacks caused destruction or damage in 13 Ukrainian oblasts, President Volodymyr Zelensky reported via social media. A drone hit a residential high-rise in Odesa, injuring 17 people including three children, while strikes on Obukhiv and Boryspil districts in Kyiv Oblast sparked a fire at a pharmaceutical warehouse. Zelensky said Russia is continuing to escalate and called on partners to strengthen Ukraine's air defense, including anti-missile and anti-drone systems.
