Up to 25,000 North Koreans work at Russian drone plants, sanctions monitors say
A multilateral sanctions monitoring report cited by Bloomberg says up to 25,000 North Korean citizens work at Russian drone production facilities, including the Alabuga special economic zone in Tatarstan, where the Geran-2 drone is produced. Russian payments to these workers generated hundreds of millions of dollars for the DPRK regime in 2025, most of it confiscated by Pyongyang. North Korean laborers are brought into Russia on student visas to evade sanctions.
