International Committee of the Red Cross
The International Committee of the Red Cross (ICRC) is a humanitarian organization founded in 1863 in Geneva, Switzerland, where its headquarters remain. It operates as a neutral intermediary in armed conflicts, visiting detainees, assisting affected civilians, and promoting international humanitarian law. The ICRC is one of the three components of the International Red Cross and Red Crescent Movement.

Civilians evacuated from occupied Oleshky cross into Ukraine after US-mediated mission
A Ukrainian humanitarian mission successfully evacuated civilians from the Russian-occupied city of Oleshky in Kherson region. Under a local ceasefire mediated by US First Lady Melania Trump, four aircraft carried evacuees and the Ukrainian delegation to Gomel, Belarus, on 31 October, after which the evacuees crossed into Ukraine in Chernihiv region. Ukrainian authorities did not publish the exact number of evacuees because of difficulties verifying the data.
