The Ministry of Energy of Ukraine is the central executive body responsible for shaping and implementing state policy in the fuel and energy sector, including the electric power, nuclear, oil and gas, coal, and alternative energy industries. During the full-scale Russian invasion, the ministry coordinates the restoration of damaged infrastructure, the maintenance of stable energy supply, and the protection of energy facilities.

Russia hits Kyiv energy facility and medical buildings in large drone attack, one killed in city
On 20 October 2026, Russia struck Kyiv and Kyiv Oblast with a large overnight barrage of strike drones, including jet-powered Shaheds. Debris hit an energy facility in the Shevchenkivskyi district, a medical building in the Solomianskyi district and the upper floors of a medical facility in the Holosiivskyi district, while a drone falling near a gas station on the edge of the Holosiivskyi district killed one man. Four Kyiv districts were partially de-energised, and the metro and funicular halted briefly before service resumed.

Russia launches massive combined missile and drone attack on Ukrainian energy infrastructure in 10 oblasts
In the night of October 17, Russia struck energy infrastructure across 10 Ukrainian oblasts with ballistic missiles, cruise missiles, and 332 strike drones, one of the largest composite attacks recorded. Air defense intercepted 293 aerial targets, but direct hits were recorded at 22 locations. President Zelensky said more than 15 power generation and transmission facilities were hit and characterized the attack as a deliberate attempt to cause a nationwide blackout.

Russian strike on Kyiv energy facility causes outages in up to five districts, cuts water pressure
On 11 October, Russia struck an energy facility in Kyiv, triggering emergency power outages across multiple districts, damaging a high-voltage transmission line and reducing water pressure on both banks of the city. Mayor Vitaliy Klitschko and operators Ukrenergo and DTEK reported the damage and appealed to residents to limit appliance use. President Volodymyr Zelensky said a Russian 'Shahed' drone hit the facility on the same day US President Trump announced an energy ceasefire, and that TEC-5 in Kharkiv was also struck.

German Chancellor Merz makes surprise Kyiv visit, announces €1.3+ billion support package and 15 bilateral agreements
German Chancellor Friedrich Merz arrived in Kyiv by special train on 4 October for an unannounced solidarity visit, accompanied by Economy Minister Katherina Reiche and roughly ten business leaders from the defence and energy sectors. He and President Volodymyr Zelensky honoured fallen Ukrainian defenders at the memorial on Maidan Nezalezhnosti, visited the National Academy of Sciences building hit by a Russian drone on 28 September, and announced a new German support package worth more than €1.3 billion alongside 15 bilateral agreements valued at over €8.5 billion. Merz called on Vladimir Putin to stop the war and announced that Germany, France and the UK would host a Coalition of the Willing meeting in Berlin in winter.

Ukrenergo cancels 1 October power outage schedules after Russian attack on energy grid
Ukrenergo announced scheduled electricity consumption limits for 1 October in several Ukrainian regions, citing damage from a large Russian missile and drone attack on energy facilities overnight on 30 September. Later the same day, the grid operator cancelled the previously announced hourly outages and industrial restrictions. Some consumers in frontline oblasts remained without power, while Ukrenergo asked households in Kyiv, Kyiv Oblast, and Zhytomyr Oblast to limit use of powerful appliances in the evening.

Russian strikes trigger emergency blackouts across Kyiv region and three oblasts
On 30 September, Russian attacks on Ukrainian energy infrastructure caused emergency power outages in Kyiv, Kyiv Oblast, Chernihiv Oblast, and Zhytomyr Oblast, Ukraine's Ministry of Energy said. The emergency cuts were later replaced by scheduled stabilization outages as restoration work continued.

In the night of 29–30 September 2026, Russia carried out a large-scale combined missile and drone attack on Ukraine with the main strike direction targeting Kyiv and Kyiv Oblast. Ukrainian air defense reported intercepting 5 ballistic missiles and 155 of 188 launched drones. Two women were killed in Kyiv and a child died in Vyshhorod, where rescuers pulled three survivors from the rubble of a destroyed house. Fires and damage were recorded in four Kyiv districts and across multiple Kyiv Oblast districts, and 8,000 Kyiv households lost power before DTEK restored supply.

Russian drone attack on Kyiv hits gas stations and warehouses, killing one and wounding eleven
Russia struck Kyiv with drones overnight and throughout the day on 15 September, hitting two Ukrnafta gas stations in the Darnytskyi and Holosiivskyi districts, warehouse premises in Obolonskyi, and garage cooperatives in Solomianskyi and Sviatoshynskyi. Mayor Vitaliy Klitschko and the Kyiv City Military Administration (KMVA) reported one person killed and eleven injured across the day, with air defence active and Kyiv City Express service temporarily suspended.
