Treaty of Lisbon
The Treaty of Lisbon is an international treaty signed in 2007 and in force since 1 December 2009, serving as the current foundational legal framework of the European Union. It replaced the earlier founding treaties, including the unratified Constitutional Treaty, and reformed the EU's institutional structure by strengthening the European Parliament, changing qualified-majority voting in the Council, and creating the posts of President of the European Council and High Representative for Foreign Affairs and Security Policy. The treaty also gave binding legal status to the Charter of Fundamental Rights and introduced a formal procedure for a member state to leave the Union. Any further amendment requires an intergovernmental conference and unanimous ratification by all member states.
