Klitschko tells Rada Kyiv is ready for winter, blames central authorities for criticism and blocked payments
Kyiv mayor Vitaliy Klitschko appeared in the Verkhovna Rada on 14 October 2026 after MPs summoned him the day before to report on the capital's preparations for the heating season. He rejected accusations that Kyiv was unprepared, catalogued generators, boiler houses and other backup measures, and turned on the central authorities, accusing them of "constant slaps" and of freezing funds. The session came after President Volodymyr Zelensky publicly criticised Kyiv's city government earlier in October for nearly missing Resilience Plan deadlines.

Ukrainian parliament summons Kyiv mayor Klitschko to report on winter preparations
The Verkhovna Rada voted 151 in favor on October 13 to summon Kyiv Mayor Vitaliy Klitschko for a report, on an initiative by Servant of the People MP Maryana Bezuhla. Klitschko delivered a 5-minute address the following day, calling the accusations of sabotaging heating-season preparations baseless and arguing that the summons was an attempt to remove him and erode local self-government. The vote came after repeated Russian strikes on Kyiv's energy infrastructure, which Klitschko said have destroyed the city's own generation capacity and forced full dependence on the national grid.

Kyiv's water utility warns of growing supply disruptions from power-grid fluctuations and 40% staff loss
The deputy general director of Kyivvodokanal said the capital's water supply has been failing more often because voltage fluctuations are damaging the utility's 1970s-era electrical equipment, and that prolonged blackouts combined with frost could leave residents without running water and trigger a sanitation crisis within days. He guaranteed tanker-truck delivery of drinking water but could not guarantee that water would reach taps, and warned that a full stoppage of sewage removal could cause a public-health emergency in about three days.

Russian strike on Kyiv energy facility causes outages in up to five districts, cuts water pressure
On 11 October, Russia struck an energy facility in Kyiv, triggering emergency power outages across multiple districts, damaging a high-voltage transmission line and reducing water pressure on both banks of the city. Mayor Vitaliy Klitschko and operators Ukrenergo and DTEK reported the damage and appealed to residents to limit appliance use. President Volodymyr Zelensky said a Russian 'Shahed' drone hit the facility on the same day US President Trump announced an energy ceasefire, and that TEC-5 in Kharkiv was also struck.

Emergency power cuts hit Kyiv as Russian strikes on energy grid disrupt water, metro and trams
On the morning of 8 October, emergency power outages were applied across Kyiv and parts of Kyiv Oblast after Russian strikes damaged high-voltage transmission equipment, knocking out scheduled cuts. The voltage drop reduced water pressure on the right bank of the capital, delayed trams and trolleybuses, and in the evening forced the temporary suspension of metro service.
