Kyiv Oblast Military Administration

The Kyiv Oblast Military Administration (KOVA) is the temporary executive authority in Kyiv Oblast, established after the start of Russia's full-scale invasion of Ukraine in 2022. It is headed by a chief appointed by presidential decree and reports directly to the President and, on defence matters, to the General Staff. The administration coordinates the region's defence, civil protection, humanitarian relief and the repair of damaged infrastructure. Its powers remain in effect for the duration of martial law.
