Kyiv City Military Administration
The Kyiv City Military Administration (KMVA) is the wartime executive body governing the Ukrainian capital, established in February 2022 following the introduction of martial law. It is headed by Vitali Klitschko, who serves simultaneously as the elected Mayor of Kyiv and as the head of the military administration. The KMVA oversees the capital's defence, civil protection, and the operation of municipal services during the war, and its decisions carry the force of military orders. It acts as the principal channel through which the central government coordinates Kyiv's response to air raids, infrastructure damage, and humanitarian needs.
