International Register of Damage Caused by the Aggression of the Russian Federation against Ukraine
The International Register of Damage Caused by the Aggression of the Russian Federation against Ukraine was established in 2023 by the Council of Europe to document and record damage inflicted on Ukraine and its citizens as a result of Russia's full-scale invasion. It operates as part of the broader framework for a future International Compensation Mechanism and is intended to provide an evidentiary basis for subsequent reparations claims. The Register is based in Strasbourg.

Ukraine's international damage register completes phased opening of all 43 claim categories
On 30 September, the International Register of Damage Caused by Russia's Aggression Against Ukraine (RD4U) opened its final three claim categories, completing the phased rollout of all 43 categories provided for in its mandate. The Register, established by the Council of Europe in May 2023, has received approximately 195,000 claims since accepting applications in April 2024, of which more than 65,000 have been entered into the Register. Claims cover damage to individuals, legal entities, and the Ukrainian state, and will eventually be transferred to the future International Compensation Commission for Ukraine.
