Ukrainian strike halts Moscow oil refinery on day of Russian parliamentary elections
On the night of 20 September, Ukrainian forces carried out a large-scale drone and missile strike on Moscow and Moscow Oblast, hitting the Gazpromneft-Moscow Oil Refinery in Kapotnya and forcing its full shutdown. The attack came on the day of Russia's State Duma elections, during which Russian authorities did not activate air-raid sirens or send SMS warnings in Moscow Oblast. Ukraine's General Staff said cumulative strikes have put more than 45% of Russia's projected oil refining capacity out of operation.
