On 9 October, US, Ukrainian, European and NATO representatives met in Miami to discuss ways to end Russia's war before winter, but the planned two-day meeting ended after a single day. Ukrainian delegation heads to Washington for two days of talks as Rubio says diplomatic end to war is currently "unattainable"
A Ukrainian delegation is to travel to the United States on 9–10 October for two days of talks with American officials, including US special envoys Steve Witkoff and Jared Kushner, with European partners also expected to join. The trip comes as US Secretary of State Marco Rubio told the Greek outlet Kathimerini that a diplomatic end to Russia's war against Ukraine is currently "unattainable," describing the conflict as a "strategic deadlock" driven by Russia's demand for full control over Donbas, which Kyiv rejects. President Volodymyr Zelensky, visiting the site of an October 7 Russian missile strike on a residential building in Pryluky, publicly rejected Rubio's framing and called for stronger sanctions and pressure on Russia rather than economic engagement with Moscow.

Trump presses Zelenskyy to halt strikes on Russian oil refineries ahead of New York meeting
On September 20, US President Donald Trump repeatedly pressed Ukrainian President Volodymyr Zelenskyy to stop Ukrainian strikes on Russian oil refineries during a phone call, citing rising global diesel prices. The two leaders agreed to meet in New York on September 22 on the sidelines of the UN General Assembly, where Trump is expected to push for an energy ceasefire. On September 21, Trump wrote on Truth Social that Russia had "lost control" of its diesel industry because of the war with Ukraine and called the war "senseless and endless," while Zelenskyy said Ukraine was ready for de-escalation steps only if Russia halted attacks on Ukrainian energy and critical infrastructure.

US envoys visit Kyiv for first time, signal return to trilateral talks but report no breakthrough
US special envoys Steve Witkoff and Jared Kushner travelled to Kyiv on 6 September 2026 for their first visit to Ukraine since Donald Trump's second presidential term began, after meeting Vladimir Putin in Moscow on 5 September. They held three rounds of talks with President Volodymyr Zelensky, joined in the second round by national security advisers from France, Germany and the United Kingdom, and announced a planned return to the US–Ukraine–Russia trilateral format and US support for a 'winter package' of assistance for Ukraine. Zelensky reported receiving a message that 'the Russians are ready to negotiate' but remained sceptical, while the Kremlin, Bloomberg sources and the Institute for the Study of War said the Moscow talks produced no substantive concessions.
