US proposed to take control of frozen Russian assets for peace talks; Europeans rejected the plan
The United States proposed to European allies that part of Russia's roughly 260 billion euros in frozen sovereign assets be unfrozen and transferred to a financial vehicle controlled by Washington, as a way to revive peace talks on Ukraine. The idea was put forward by special envoy Steve Witkoff and Jared Kushner at a meeting in Miami on October 9–10 with representatives of the US, Ukraine, France, Germany, the UK, the EU and NATO. European delegates rejected the proposal, saying they oppose giving up control of the assets or returning any of them to Moscow. German Chancellor Friedrich Merz said the frozen assets must remain frozen in Europe and that Europeans alone should decide their fate.
