EU member states
The EU member states are the 27 countries that make up the European Union and participate in its institutions and decision-making. They act collectively through the Council of the European Union, where national governments negotiate legislation and key decisions, and through the European Council, which sets the union's strategic direction. Decisions on foreign policy, sanctions, trade agreements and assistance to third countries are taken jointly by the member states.
