Ukraine's government submits 2027 draft budget to parliament: 44% of GDP for defense, no raise in military pay
Ukraine's Cabinet of Ministers approved and submitted to the Verkhovna Rada the draft State Budget for 2027 on the evening of September 15, registered as bill No. 16000. The draft allocates 4 trillion 885 billion hryvnias (about 44% of GDP) to defense and security, projects revenues of 5.65 trillion hryvnias and expenditures of 7.27 trillion hryvnias, and assumes $52.6 billion in international financial assistance. The minimum wage is set to rise to 9,546 hryvnias in January, with larger sums for education, healthcare, social support and business programs, but the draft does not raise soldiers' pay.
